The tuition is added as a line in box 14 .  I am paying taxes in my paycheck on the tuition.  I did not receive a 1098-T

I assume you mean box 14 of your W-2.  And since you say "I am paying taxes in my paycheck on the tuition", I also assume the tuition amount was included in box 1 of your W-2.  Box 14 is only "informational".

Q. Does this count as education expense, for purposes of claiming a tuition credit?

A.  Yes, if "post-doctoral fellow" means you were attending classes.  Grad/post grad students are not eligible for the more generous American Opportunity Credit (AOC), but can claim the non-refundable Lifetime Learning Credit (LLC).  Since the tuition was paid with your after tax money, it qualifies. It wasn't really free.

The situation you describe sound like you qualify for an exception to not receiving a 1098-T, assuming the schools is an eligible institution (usually issue 1098-Ts).
