I am disabled but still paying on classes i took 10 years ago through my college. does that qualify as college or university expenses

10 years ago i was working as a RN at a major teaching hospital and  taking classes towards my masters degree (free classes for employees). i went out on disability in the middle of some classes and ended up having to pay for them. Im still paying for them. can i count it as educational expenses?

Not unless you are currently enrolled and and attended class for at least one day in 2019.   You can claim educational expenses for the year if you are enrolled and drop out but not if not enrolled at all.
