I am enrolled at a Technical College less than half time as part of a plumbing apprenticeship. Does this count as certificate or credential program enrollment?

It's a total of 4 years of schooling, but it equals out to only 2 credits per semester. The school will not give me a degree when finished. I will instead take a test through the state to receive my Journeyman's license.
