I did not receive my tax return last year due to my student loan. Can I still get a deduction? Wouldn't that still be considered a payment?

Yes, you can deduct the interest portion of your 2019 student loan interest. You should have received a form 1098-E. However, you can call your student loan provider to find out what the portion of interest was.
