I didn't receive a 1098T from my community college. I was a half-time student and most of the tuition was covered by a waiver. Should I put it under scholarships/grants?

No. A tuition waiver is the equivalent of getting a discount. It's not treated as a scholarship.  So, you did not get a 1098-t because you did not pay tuition or get a scholarship.
