Did you go to school for more then four (4) years before you graduated?  How many years did you claim the American Opportunity Tax Credit (AOTC)?

For example, say you begin school in 2019.  So you claim AOTC on your 2019, 2020, 2021 & 2022 tax returns, not 2023 because you have already used up your 4 years of eligibility.

If you only claimed AOTC for tax return years 2020, 2021 & 2022 (and will now claim it on your 2023 tax return), then you will say No to the question: "Had You Earned Four Years Of College Credit Before 2023?"

Q. How do I answer "Had You Earned Four Years Of College Credit Before 2023?"

A. Answer no, since you had not completed 4 years of college by 12-31-2023.

As others have said, it's usually irrelevant because the question is asked to see if you qualify for the American Opportunity Credit (AOC).  But, most people in their fifth calendar year of school have already used up the allowed four times for the AOC.
