I got a refund for my tuition in another state, should I file a tax return for that state?

I received the tuition refund from California.

Q. I got a refund for my tuition in another state, should I file a tax return for that state?

A.  Refunds of payments are not taxable income.   Even if the money was a "refund" of scholarships, it will still not be taxable by California.
