I have an unclaimed student tax credit from 2018. Am I able to claim both 2018 and 2020's student tax credit this year? If so, how can I do that with Turbo Tax?

No you cannot do that. You cannot put 2018 stuff on a 2020 tax return. If you need to amend your 2018 return for the education credit:
