I lived in a college dorm for most of 2019. Some of the housing payment was covered by financial aid, but I still had to pay $1500 out of my own pocket to cover the price. Does living in a college dorm count for renter's credit?

A college dorm probably does not count for the renter's credit. But the renter's credit is a state credit, and every state has different rules. What state is your college in?

I do believe that the renter's credit for any states that offer that, only applies to your primary residence. A college dorm is not your primary residence. It doesn't even qualify as a 2nd home.
