I'm an American attending university overseas (the UK). 100% of my tuition was covered by U.S loans. Am I eligible for an education credit? Do I file a 1098-T form?

It depends -

According to the IRS, unless your university participates in a student aid program administered by the US Department of Education, then it would not be considered an eligible education institution for the purpose of the American Opportunity Tax Credit and you would not qualify to claim the credit.
