I paid a stranger's tuition for 1 semester. was a senior who needed help. paid the school directly. never received anything from her but have a receipt. Can i claim?

No. You can only claim an education credit for yourself, your spouse or you dependents.  You cannot claim a charitable deduction, since it was an individual, not a recognized charity.

 

The student (or her parents, if she is their dependent) can claim the credit based on your payment.
