I paid tuition in 2018 for my grandson's 8th grade private school.  His mother claimed him on her taxes.  Can I claim the $2,200 tuition as a deduction on my tax return?

No.  A gift to an individual is not deductible, and this was a gift to your grandchild.  And further--education expenses for K-12 are not deductible on a federal return.
