I should qualify for the Minnesota Student Loan Credit, but Turbo Tax is saying I don't, why not?

I checked the calculator on the Minnesota Department of Revenue and it says I should qualify for the maximum credit

To qualify for the credit, both of these must be true:

  • You are a full-year or part-year Minnesota resident.
  • You make payments on your own qualifying education loans during the tax year. Payments you made on someone else's loans do not qualify.

You may not claim this credit using payments other individuals made toward your loans. For married couples, each spouse must have made payments on their own qualified loans.MN Department Of Revenue

 

The credit is a nonrefundable credit. A nonrefundable credit essentially means that the credit can't be used to increase your tax refund or to create a tax refund when you wouldn't have already had one.
