I went to a school for certification. Can I enter my expenses for that school without a 1098 t?

 Yes, you do not have to have a Form 1098-T to claim qualified educational expenses. 

TurboTax will asks if you have one and, if not,  then asks you to enter your information from whatever source you do have.
