If I fill out the American opportunity credit will my mom get the money becuase she claimed me as a dependent? And can a dependent fill out the form for the care taker?

Since you are claimed as a dependent on your mother's return, the American Opportunity Credit should also be claimed on her return. 

 

If your mother's income is too high to claim the credit, you may claim it on your return (even though you are her dependent).  However, you cannot claim the $1,000 of the credit that is refundable, unless you are over the age of 24.
