If I took money out of an IRA to pay off a student loan I co-signed for is that considered taxable? Or would that go under Higher Education?

The repayment of a student loan is not a qualified educational expense for purposes of the exception to the early withdrawal penalty.  There are not exceptions to the need to include the withdrawal as taxable income regardless of the use of the funds.  The only exceptions relate to the early withdrawal penalty and, as I said above, repayment of student loans does not fall under that exception.
