Question

If I took out a student loan to pay college tuition, does count as me paying college tuition or expenses? Feels silly to ask but technically it was not out of my pocket.

I have not made any payments towards paying off this loan or its interest.

A. Yes.  As you said, it was out of your pocket.  You essentially borrowed the money, put it in your pocket, and then spent the money on school.  You do not have to be paying on the loan, for the tuition paid  to count for the educational credit.

 

If you are your parent's dependent, they claim the tuition credit, even the money came out of your pocket.
