If im taking a certificate course from a school that is based in a foreign country are they required to have a federal tax ID for taking payments from students in the US?

I contacted the school and they say they don't have a US tax ID, but I've been told by some people that if they are accepting students from the US they must have one.

There has been a recent change by the IRS to the Lifetime Learning Credit qualifications. Now a 1098-T is required to claim this on your taxes.

I tried doing that for the Lifetime Learning Credit but it still asked for an EIN number when I went to submit it.
