Most likely it's because all the forms needed for the education section are not finalized yet by the IRS. Until the IRS finalizes them, TurboTax can not issue them in their program.

If you are not claiming any education credit and the Form 8863 does not apply to you, you can simply remove it from the program. 

To delete a form in the TurboTax online version:

1.  Sign into your account, select Take me to my return

2.  On your left, Select Tax Tools / drop down menu

3.  Select Tools

4.  Under Other helpful links, choose Delete a form

5.  Select Delete next to Form 8863 and Continue with My Return to proceed
