Student loan debt might offset your 2019 refund, but it will not offset a stimulus payment (if you are otherwise eligible for the stimulus).
Additionally, many student loan companies are suspending payments through September 2020. Please contact the administrator of your loan to see if it is participating in this suspension.

The IRS is really not all that clearl on a student loan that is in collections for non-payment. But while it would expect it to offset your refund, I would not expect it to offset any stimulus payment you may qualify for.
