Is 'after care' located on the elementary school campus, a qualified 529 k-12 tuition expense? what about the extra funding we provide to the day school?

No, additional funding provided to the day school that isn't classified as tuition would not be considered a "qualified distribution".  If the after school care is a separate charge and not included in tuition then it would also not be considered a qualified distribution but if it is included as tuition then it may qualify.   Also, note that the limit on 529 distributions of $10,000 is per student - it is not per plan or per year.
