Can we claim my husband's expenses toward IT certifications?

Yes, you can claim your husbands expenses toward IT certifications as long as they meet the requirements for the Lifetime Learning Credit at this link or the Tuition and Fees Deduction at this link or (if your husband is pursuing a degree or other recognized education credential), the American Opportunity Tax Credit at this link.
