It is saying Form 8917, Tuition and Fees Deduction is Not Available for 2018. I am a college student who made 21000 and paid 18000 cash, WHY isn't it available?

Because the Tuition and Fees Deduction expired in December of 2017 and Congress has not renewed it.

This is no longer true. The deduction is now available again. When will Turbotax update their software for 2018 so we can file an amendment?

The Tuition and Fees Deduction was extended through the end of 2019, so you will be able to take the deduction on hour 2019 return.

You may have to wait a bit before amending your 2018 return. These extenders were passed last December. The IRS needed to get out the 2019 forms before going back to work on the forms for 2018.
