It's saying that my 17 year old, senior in school, and doesn't work daughter doesn't qualify for a tax credit? Why is this?

    She does not qualify for the $1000 child tax credit, because she turned 17.  However, you can still claim her as a dependent, which lowers your taxable income by $4,000 (but not below zero).  The child tax credit returns an amount directly to you, but an exemption for a dependent just lowers your taxable income.
