My 1098T states $0 for payments (box 1). I contacted my school and they said to see if I claimed it last year. How to I see if I did/did not claim it?

To see whether you claim tuition in 2018, you have to look at the form 1098-T you received in 2018 and also your tax return for 2018. especially form 8863 - Education credits.

If you find out that you actually paid tuition in 2019 and the school was wrong in reporting 0 in box 1, you can change it in TurboTax.

If your box 1 does not show the correct amount paid, when filling out your form 1098-T in TurboTax, just enter the amount in box 1 of your form 1098-T on the entry screen.

Under box 1, on the 1098-T screen is a radio button: This is not what (student name) paid to this school. Click on that and you will be given a chance to enter what was actually paid in 2019.
