My 19yo son is filing through turbotax. He’s studying abroad, income <$10K. GI Bill and ~ $30K scholarship from the school. T-tax $89 federal/$54 state seems too high?

Based on the little info that you did provide, $89 doesn't sound like enough. If the GI Bill is paying for the qualified expenses (tuition and fees), that means the scholarship is going for non qualified expenses (room & board) and that makes it taxable.
