My 2019 federal income tax was taken for student loans, will I be refunded that amount since the COVID-19 stimulus package put a stop to this happening?

If it has already been taken to pay for student loan debt, it is unlikely that you will be given a refund retroactively.  

 

Keep an eye on the new developments of the relief efforts to see if any relief is applied retroactively.
