My child was a dual enrolled full time student last fall. How to answer Were You Enrolled in a Certificate or Credential Program? And Is This Your First Year of College?

It depends.  You can answer those questions based on one or both of the programs he/she is enrolled in.  So if one of the programs leads to a Certificate such as Heating and A/C Repair, Dental Assistant, etc or Credential such as an Associates or other degree, you can answer that question yes. 

 

Generally you are a Freshman (1st year of college) if you have a total of less than 29 hours earned toward your certificate or credential program.  So if he/she has less than 29 hours and/or just started college, they can be considered in their 1st year of college.
