If your college student qualifies as your dependent, then it does not matter if you the parent actually claimed her as your dependent, or not. She does not qualify for any stimulus payment.
Now understand that the stimulus payment is based on one's 2020 (twenty twenty) tax status. So if your daughter will be graduating in 2020 and then filing her own 2020 tax return next year, and you the parent do *not* qualify to claim her as your dependent, then the IRS will "ante up" with a stimulus payment if she qualifies for one based on her own requirements having nothing to do with you the parent.
