My federal refund was garnished by a education loan offset, can I get that money back?

Due to the covid situation I am curious if I can have that money returned to me as part of a relief program. I know the DOE and the DOT and IRS have released a number of measures to alleviate student loan debt repayment during these difficult times. And as of 02/17 I received an offset notice. Would I need to contact my borrower, or the DOE to ask them to retroactively apply a forbearance to my account? What are your thoughts?

Thus far, I have not seen any information that says the relief for student loans can be applied retroactively, but that does not mean the relief is not there.  I would recommend that you contact the entity that issued the offset notice to ask if any retroactive relief is available.  The worst that can happen is they tell you no.
