My kids are both in college. I claim both on my taxes and there fasfa is totally based on my income. My ex husband wants to claim our sons 1098t on his taxes. Can he do that?

No, he cannot.  As long as you are the one claim the kids on your tax return, your ex will not be allowed any of the education credits on the educational expenses regardless who pays.
