My son studied abroad in Spring of 2017. I pre-paid the bill for his study in late 2016. Can I deduct this expense for 2017 taxes? I didn't deduct it on my 2016 return.

No, you cannot, unfortunately.  Per IRS, qualified education expenses paid in 2016 for an academic period that begins in the first 3 months of 2017 can be used in figuring an education credit for 2016 only.  You will have to amend your 2016 tax return to reclaim the credit.
