My veteran benefit paid my tuition. Do I enter that number in the "Did you receive a scholarship or grant in 2017?" block? Also the VA never sent me a 1098T

The school, not the VA would send the 1098-T. If you claim education credit subtract the VA grant from your qualified education expenses.
