My wife earned a degree in Russia. Now she's in a masters program at UCF. This is her 1st 4 yrs of college credit in USA. Does she qualify for the American Opp Credit?

No, she will not qualify for the American Opportunity Tax Credit because she has already completed her first four years of college credit.  It does not matter that the four years of credit was not earned in the United States.

Look at the Lifetime Learning Credit instead---you might be able to get that.   It is not a refundable credit but it can reduce your tax owed.
