My wife is a full time student from Jan-June 2017, but we paid all her tuition in 2016. She did not receive a 1098-T. Do we file this for the 2016 or 2017 tax year?

If you paid for her tuition and other school expenses in 2016, then you deduct those expenses on your 2016 tax return.
