My wife is a preschool teacher and she bought supplies that were not reimbursed by the school. Does she not qualify for the $250 tax credit as an educator?

No, a preschool teacher would not qualify since the teacher must teach kindergarten or above.  In order to qualify to claim the educator expenses up to $250, your wife must be an eligible educator by IRS definition.  The following information defines this:

 

You're an eligible educator if, for the tax year you're a kindergarten through grade 12 teacher, instructor, counselor, principal or aide for at least 900 hours a school year in a school that provides elementary or secondary education as determined under state law.
