Oregon didn't renew the Tuition and Fees (Code 308) subtraction for 2017 taxes, so why is it being included with my state tax refund here?

The Bipartisan Budget Act of 2018 extended the Tuition and Fees deduction and OR follows federal law. 

 

Per  Publication OR-17 page 77: If Congress has renewed the federal tuition and fees deduction for tax year 2017, refer to a prior edition of this publication to learn how to claim the deduction or subtraction on your Oregon return. See 2016 Publication OR-17, Oregon Individual Income Tax Guide, 150 ... page 81.

For the tax year 2017 TurboTax did not include the calculation for Code 308 on the Oregon return until a very late update. I had to amend my return.  For 2018 they did not fix the problem the software is again not calculating the Tuition and Fees deduction.

In December 2019, Oregon extended the Code 308 (Tuition and Fees) subtraction retroactive to tax year 2018.  See the following: oregon.gov/DOR/forms/FormsPubs/schedule-or-asc-np_101-064_2018.pdf

 

Will TurboTax 2018 be updated so that I can amend my 2018 return in order to get this subtraction from my income?
