Paid tuition but not "eligible" for 1098-T

I received an Education Award from AmeriCorps in 2019. This is reported as income.  I used all of this money to pay tuition for when I was getting certified to teach through Johns Hopkins University. Johns Hopkins says that I do not qualify for a 1098-T. The bill that they sent me was issued and paid in April of 2019. I used the last of my AmeriCorps award and my credit card to pay the full amount of the tuition. Johns Hopkins says that there were no "qualifying charges posted" to my account. This drastically affects the amount on my refund.

Would this qualify for an "exception" on turbo tax?

It seems unfair that although it looks like I have more income, I cannot claim my tuition.

    Q. Would this qualify for an "exception" to not having a 1098-T in turbo tax?

    A. Yes, since the reason given is  "no qualifying charges posted"; even if inaccurate.

Johns Hopkins is an eligible institution and you are a certificate candidate.

The 1098-T is only any informational document.  You claim the tuition credit, or report scholarship income, based on your own financial records, not the 1098-T.

Since Education Award from AmeriCorps was reported as income, it is not tax free scholarship.  The payments toward qualifying expenses can be used to claim a tuition credit or deduction.
