Receive an educ benefit for my daughter's tuition (box 5 of 1098-T). Told that she has to complete a w-2 for her scholarship because it exceeds her tuition but doesn't.

Box 1 plus expenses is greater than box 5, no reporting of income is necessary. However, I am going to recommend you look at another of my answers for help. You may decide you do want to report some income so that you can claim the AOTC.

 

Scholarship income goes on the same line as a W2, you do not actually complete a W2. Instead, if there is taxable income on her return, you can see See Where do I enter scholarship income?
