Does high school count as time in school or is it just for college?

Just for college. In general, qualified tuition and related expenses for the education tax credits include tuition and required fees for enrollment or attendance at eligible post-secondary educational institutions (including colleges, universities, and trade schools).

Q. Should I enter my time in high school for any deduction or credit?

A. No.  There's nothing for the student to claim for being in H.S.

However, time in H.S. does count as being a full time student, for purposes of you qualifying as a dependent for your parents. So, if you were a student, for parts of any 5 months, in the personal info section, of TurboTax, you answer yes to the full time student question. Likewise, if your parent enters you as a dependent, they answer yes to the FT student question too.
