Question

Should I indicate in Turbo-Tax that I was at least a half-time student? Box 8 of my 1098-T is checked, but I only took 3 undergrad credit hours.

It is the school that determines the status.  If you think it is wrong then contact the school for a correction, otherwise enter the form as received.
