The AOTC is eligible for the "first 4 years of post secondary education". If it took less than 3 years to earn my Bachelor's degree, can I claim it for my masters degree?

No, you cannot. The AOC is only for undergrad study. If it took you less than four years to complete a bachelor's degree, that does not mean you get the AOC for grad school.

No, because the Master's Degree is *not* post-secondary education. But instead of the AOTC, look at the LLC (Lifetime Learning Credit). While the AOTC is limited to a maximum of $2500, the LLC has a maximum of $2000 which is not bad.
