Question

The IRS took $1200 out of taxes! Anyone dealing with this too? What can I do about it? I tried calling and of course they're not taking phone calls!

If the IRS adjusts your refund then  they will follow up with a letter in about 3 weeks.

 

$1,200 sounds like you claimed you have not receive the stimulus and IRS records show that you did but could be something else.

You may have other debts that are being paid by the refund. Although the economic impact payment could only go to pay back child support, the Recovery Rebate Credit can be applied to back taxes or any other debts owed to other government agencies.
