Turbo Tax is not allowing me to claim both of my dependents for the $2,500 American Opportunity credit. Do you know why?

No, we don't.

We in the Community cannot see your tax return nor the screen you are on.

How old are the two dependents? Are they both in college full-time? Did they receive scholarships in excess of their tuition?

Without knowing these and other facts, we can't tell you why. Please come back with more details.

You are allowed to claim the AOC on each dependent.  Only $1000 of the AOC is refundable.  The other $1500 (maximum) can only be used to reduce your tax liability.

If you are eligible, you have answered  something wrong, in the interview. But, a lot of people are just not eligible. See https://www.irs.gov/Individuals/AOTC

It may only be you are looking in the wrong place. The non-refundable portion shows on line  3 of schedule 3  and will be blank if you had no tax liability to off set. The refundable portion (up to $1000, for each dependent, will be on line 18c of  form 1040.
