When will Turbotax have the update for education tuition credits for 2018 and 2019 to amend the 2018 return?

It depends.

The IRS has not updated their 2018 forms to allow you to amend your prior year return should you want to go back and include the Tuition & Fees deduction for 2018.

I recommend check the updates at the following link.

Once the IRS updates their forms, TurboTax will be able to update the forms in the software and you can amend your 2018 return to include the Tuition & Fees deduction on an amended return.
