U.S. Grad Student in Canada: No Lifetime Learning Credit?

I am a U.S. citizen doing their Ph.D. in Canada. I'm considered a Canadian tax resident, but the U.S. takes 10% of my already-meager graduate stipend. My school said I should be eligible for the Lifetime Learning Credit, which should offset much of my U.S. tax liability. However, when I enter my information into the system, I am told that my nonrefundable credit for the LLC is $0. I would understand this if I had no tax liability, but I owe quite a bit of money. Does anyone have any answers for this?

The LLC can only negate federal income taxes ... so look at your return ... what taxes do you have on line 23?
