Unable to claim American Opportunity Tax Credit for an eligible foreign university

I am unable to claim American Opportunity Tax Credit for an eligible foreign university. I am studying master's in London, UK. The institution neither have the federal ID number nor they issue the 1098-T form. I entered all 9s for the EIN but it did not work and removed my eligibility for the AOTC. I am only able to avail lifetime learning credit at the moment. School code is available in the FAFSA code list but that is not the federal number. 

Kindly advise.

The AOC is only available for undergraduate study.
