Question

We pay a portion of our 4 year old grandaughter's preschool tuition. Does this qualify for support per the IRS?

No.    You cannot claim the preK tuition unless you are claiming your grandchild as a dependent on you own tax return, and paid the prek to take care of her so you could work.     The child cannot be claimed on her parents' tax return and on yours too.   It sounds like you have provided a nice gift for your grandchild (or to her parents)and gifts are not deductible.
