If you had property taxes withheld reported on your 1098 you will enter it under box 5 in the box that says Property (real estate) taxes.   If you are talking about some other type of form and had income taxes withheld on something other than a 1098, there are little boxes on most of the tax form entry pages that allow you to check a box to see additional lines.  Check the box on that page and a place to enter your taxes withheld will pop up.
