Where do you deduct expenses associated with travel for continuing education and professional/scientific meetings?

If you are a W-2 employee, you cannot deduct those expenses on your federal return now.  The tax laws for job-related expenses changed for W-2 employees for 2018 and beyond.   Your state tax laws might be different.

If you are self-employed those expenses go on your Schedule C.  You are posting from Deluxe--so it does not look like you are entering self-employment income.
